\n\t\t\t\t\t\t\tOn February 5, 2023, the Ministry of Construction, Transport and Infrastructure confirmed the urban project for Hall 1 of the Belgrade Fair, approving the exclusion of the hall from the \u201crest\u201d of the complex. Such an act made the possibility of demolishing neighboring halls for the expansion of the \u201cBelgrade Waterfront\u201d project more certain. Due to illegality in the process of confirming the urban project, RERI submitted a request to the urban inspection.<\/span>\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t

The need to define and establish a public construction plot in accordance with the protection status of Hall 1 of the Belgrade Fair is proclaimed as the reason for developing this urban planning project. However, this statement is suggestive and untrue. Hall 1 has enjoyed the status of protection since February 19, 2009, when it was declared a cultural monument, regardless of the fact that it is not located on a single public construction plot.<\/span><\/p>\n\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t

\n\t\t\t\t\t\t\tThe truth is that this urban planning project does not consider Hall 1 in any way, except as an entity that needs to isolate itself from its very own context. The fact which speaks volumes is that the initiator and investor of the development of the project is the private company \u201cBelgrade Waterfront\u201d which, according to the President, signed a purchase agreement on March 16, 2023 with Republic of Serbia, becoming an owner of the land on which the Belgrade Fair is located. It shall be recalled that almost a year after the signing of this contract, the real estate cadastre of the Republic Geodetic Institute has not yet recorded the change of ownership over the plots on which the Belgrade Fair is located, nor is there any information available to the public about the value and content of the aforementioned contract<\/span>.<\/span>\r\n\r\nThe urban project itself contains a total of 13 pages of text, of which 8 pages are occupied by photographs and satellite images. The textual part of the urban project is accompanied by a total of 4 graphic attachments that represent very crude and untidy interventions on the cadastral background.<\/span>\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t

Therefore, this project, in its form and content, resembles more a student or a seminar paper than an actual urban-technical document. The project lacks a whole series of mandatory elements prescribed by the by-laws under the Law on Planning and Construction, such as urban planning parameters on the level of construction, occupancy of the plot, percentage of green areas etc\u2026 while the graphic attachments do not have precisely drawn roads, parking spaces, green areas and trees.<\/span><\/p>

These shortcomings, as well as numerous other illegalities, were emphasized by RERI during public presentation of the urban project, which took place in the period from October 26 to November 1, 2023. However, although obliged by the Law on Planning and Construction to consider and comment on every submitted opinion, the author of the urban planning project responded only to a half of RERI\u2019s comments.
