In this draft, the public is informed that the energy transition will be \u201cpostponed\u201d until 2030, and the proposed measures are limited to \u201cpreparatory\u201d activities aimed at \u201cpreventing the negative consequences of the energy transition.\u201d Civil society organizations call for the development of a new draft that includes concrete measures and activities for a just transition.<\/b><\/p>\n\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-561d8b7 sc_fly_static elementor-widget elementor-widget-text-editor\" data-id=\"561d8b7\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t<p><span style=\"font-weight: 400;\">The energy transition has the potential to bring about new opportunities for comprehensive development, but it can also result in devastating consequences if implemented haphazardly and without a plan. The purpose of drafting a Just Transition Action Plan should be to find a collective response to mitigate the consequences of job losses, ensure timely retraining of workers, and diversify income sources in cities and municipalities that depend on coal production. The Renewables and Environmental Regulatory Institute (RERI) and the Belgrade Open School (BOS), supported by 16 organizations, believe that the proposed draft Action Plan fails to meet these needs and highlight the following shortcomings:<\/span><\/p>\n\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-b1734c5 elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"b1734c5\" data-element_type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-extended\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element elementor-element-77f2481 sc_layouts_column_icons_position_left\" data-id=\"77f2481\" data-element_type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-7faa597 sc_fly_static elementor-widget elementor-widget-text-editor\" data-id=\"7faa597\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t<h4><b> 1. Public Engagement is Neglected<\/b><\/h4>\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-6c28c9a sc_fly_static elementor-widget elementor-widget-text-editor\" data-id=\"6c28c9a\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t<p><a href=\"https:\/\/www.mei.gov.rs\/upload\/documents\/nacionalna_dokumenta\/adopted_reform_agenda_narrative_-_republic_of_serbia.pdf\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\"><span style=\"text-decoration: underline;\">The Reform Agenda of the Republic of Serbia<\/span><\/span><\/a><span style=\"font-weight: 400;\">, adopted <\/span><a href=\"https:\/\/www.bos.rs\/en\/news\/77\/2008\/serbian-reform-agenda_-shortcut-towards-the-european-union--.html\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\"><span style=\"text-decoration: underline;\">without a public debate<\/span><\/span><\/a><span style=\"font-weight: 400;\">, envisages the adoption of an action plan that will define measures to implement the just energy transition. However, the Action Plan presented to the public fails to address these issues and does not include adequate measures for developing new skills, creating new jobs, and supporting new economic sectors in affected regions.<\/span><span style=\"font-weight: 400;\"><br \/><\/span><\/p><p><span style=\"font-weight: 400;\">Public participation continues to be reduced to the legally mandated minimum. The Ministry of Mining and Energy allocated only 20 days for the public debate, which is insufficient. Only one public presentation, held in Belgrade, is not enough. It is especially concerning that no presentations are planned in Lazarevac, Obrenovac, Kostolac, Po\u017earevac, or other towns whose residents will be most directly affected.<\/span><span style=\"font-weight: 400;\"><br \/><\/span><span style=\"font-weight: 400;\">At the last meeting of the working group tasked with developing the \u201cJust Transition Diagnostic\u201d document, it was stated that the Action Plan would be adopted without public participation. In response, <\/span><span style=\"text-decoration: underline;\"><a href=\"https:\/\/reri.org.rs\/nema-pravedne-energetske-tranzicije-bez-ucesca-javnosti-u-donosenju-odluka\/\"><span style=\"font-weight: 400;\">civil society organizations decided to withdraw from the working group and called on the Ministry to open the drafting process to the public.<\/span><\/a><\/span><\/p>\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-1922926 elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"1922926\" data-element_type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-extended\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element elementor-element-73bea45 sc_layouts_column_icons_position_left\" data-id=\"73bea45\" data-element_type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-962d1bf sc_fly_static elementor-widget elementor-widget-text-editor\" data-id=\"962d1bf\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t<h4><b>2. Lack of Legal Basis<\/b><\/h4>\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-89b2f8d sc_fly_static elementor-widget elementor-widget-text-editor\" data-id=\"89b2f8d\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t<p><span style=\"font-weight: 400;\">The legal basis cited for adopting the Just Transition Action Plan is Article 8a of the Energy Law, which refers to the adoption of the Integrated National Energy and Climate Plan (INECP), even though this document is not and cannot be a part of the Action Plan. If the Ministry intended to amend the INECP, the entire document would have to undergo public consultation. Without a valid legal foundation, the Ministry has unjustifiably excluded the application of the Law on the Planning System.<\/span><\/p>\n\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-69a6760 elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"69a6760\" data-element_type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-extended\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element elementor-element-7644bdf sc_layouts_column_icons_position_left\" data-id=\"7644bdf\" data-element_type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-2e0b626 sc_fly_static elementor-widget elementor-widget-text-editor\" data-id=\"2e0b626\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t<h4><b>3. Measures are Vague and Merely \u201cPreparatory\u201d<\/b><\/h4>\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-f759f75 sc_fly_static elementor-widget elementor-widget-text-editor\" data-id=\"f759f75\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t<p><span style=\"font-weight: 400;\">The Action Plan includes a total of 15 measures to be implemented at both the national and local levels. Most of these measures are either preparatory or involve further analysis and research. The reallocation of the workforce within companies that are part of the coal-based energy production value chain cannot be considered a sustainable transition measure. On the contrary, it risks prolonging coal dependency. By excluding the application of the Law on Planning System, the Ministry of Mining and Energy has relieved itself of the obligation to conduct a comprehensive analysis in the field, which should have served as the foundation for defining essential measures and activities in the Action Plan.<\/span><\/p>\n\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-9c42f2e elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"9c42f2e\" data-element_type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-extended\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element elementor-element-313af96 sc_layouts_column_icons_position_left\" data-id=\"313af96\" data-element_type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-fb3e76a sc_fly_static elementor-widget elementor-widget-text-editor\" data-id=\"fb3e76a\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t<h4><b>4. Half a Million Euros for \u201cUpdating\u201d Recently Adopted Ministry Documents<\/b><\/h4>\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-496bf70 sc_fly_static elementor-widget elementor-widget-text-editor\" data-id=\"496bf70\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t<p><span style=\"font-weight: 400;\">The Action Plan proposes the \u201cupdating\u201d of legislation and the inclusion of the just transition concept in national strategies, for which the Ministry estimates a budget of half a million euros. However, the Ministry does not specify which exact strategies, laws, and bylaws need to be amended. Is it the Energy Development Strategy, adopted in November 2024, that needs to be amended? During the public debate on that strategy, the Ministry rejected comments related to the just energy transition, stating that the issue would be addressed in the Just Transition Action Plan. Given that the Ministry has managed to determine the exact amount needed for the legislative \u201cupdate,\u201d it can be assumed that it has a specific list of regulations to be amended \u2013 yet the Plan does not mention them.<\/span><\/p>\n\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-737a49b elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"737a49b\" data-element_type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-extended\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element elementor-element-07de912 sc_layouts_column_icons_position_left\" data-id=\"07de912\" data-element_type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-5a9e785 sc_fly_static elementor-widget elementor-widget-text-editor\" data-id=\"5a9e785\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t<h4><b>5. No Clear Date for Ending Coal-Based Electricity Production<\/b><\/h4>\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-c335073 sc_fly_static elementor-widget elementor-widget-text-editor\" data-id=\"c335073\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t<p><span style=\"font-weight: 400;\">The Action Plan contains numerous vague and conditional formulations, which a document of this type should not contain. These point to actions being dependent on uncertain future developments. Apart from general statements that thermal power plants negatively affect the environment and human health, the Plan does not define a coal phase-out date. As a result, affected communities and workers are unable to make informed and rational decisions.<\/span><span style=\"font-weight: 400;\"><br \/><\/span><span style=\"font-weight: 400;\">There are no clear timelines or measures regarding the decommissioning of the Kolubara and Morava thermal power plants, <\/span><span style=\"text-decoration: underline;\"><a href=\"https:\/\/reri.org.rs\/en\/serbia-complaints-over-illegal-operation-of-morava-coal-power-plant\/\"><span style=\"font-weight: 400;\">which have been operating unlawfully for over two years<\/span><\/a><\/span><span style=\"font-weight: 400;\"> \u2013 indicating that their closure is not planned prior to 2030.<\/span><\/p>\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-a38d1d8 elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"a38d1d8\" data-element_type=\"section\" data-settings=\"{&quot;background_background&quot;:&quot;classic&quot;}\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-extended\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element elementor-element-03315a0 sc_layouts_column_icons_position_left\" data-id=\"03315a0\" data-element_type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-8603664 sc_fly_static elementor-widget elementor-widget-text-editor\" data-id=\"8603664\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t<p><b>Civil society organizations call on the Ministry to restart the process of drafting the Action Plan from the beginning, in accordance with the standards set by the Law on the Planning System and the Energy Community guidelines for just transition planning. We also call on the European Bank for Reconstruction and Development (EBRD) to review the development and adoption process of this document against its environmental and social safeguard standards. The adoption of yet another document lacking concrete measures and a clearly defined sequence of actions will not improve the position of workers in Serbia\u2019s energy sector, nor will it ensure a fair energy transition.<\/b><\/p>\n\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-067ff2c elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"067ff2c\" data-element_type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-extended\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column
