About the Project<\/b><\/p>\n\n

This six-month project (February\u2013July 2026) is implemented by the <\/span>Renewables and Environmental Regulatory Institute (RERI, Serbia)<\/b><\/a> in partnership with <\/span>Eco-Team (Montenegro)<\/b><\/a>, within the broader <\/span>Transport Policy Partnership<\/b><\/a> supported by OSF Western Balkans.<\/span><\/p>\n\n

It aims to strengthen evidence-based urban mobility policies in the Western Balkans through a comparative assessment of the Sustainable Urban Mobility Plans (SUMPs) of Belgrade and Podgorica, both adopted in 2020.<\/span><\/p>\n\n

<\/div>\n\n

Through desk research and a rapid online survey capturing citizens\u2019 experiences, the project identifies key differences, shared challenges, and gaps in mobility planning. The main output will be a comparative policy brief with practical recommendations to better align local strategies with EU standards, including the European Green Deal and the TEN-T Regulation.<\/span><\/p>\n\n

Local Impact<\/b><\/p>\n\n

  • In Belgrade, the project will provide a mid-term reflection on the implementation of the 2020\u20132031 SUMP, highlighting areas for improvement, particularly in relation to air quality and sustainable mobility measures.<\/span><\/li>\n\n\n\n
  • In Podgorica, the findings will contribute directly to the development of the city\u2019s next-generation SUMP (post-2025).\u00a0<\/span><\/li>\n<\/ul>\n\n

    \r\nBy incorporating citizens\u2019 perspectives, the project promotes more transparent, inclusive, and user-centered mobility planning in both capitals.<\/p>\n\n

    Regional Impact<\/b><\/p>\n\n

    The project creates a platform for knowledge exchange between Serbia and Montenegro and offers a replicable model for comparative SUMP analysis across the Western Balkans.\r\n<\/p>\n\n

    By linking local findings with Transport Community priorities and EU policy frameworks, it contributes to a more coordinated regional approach to sustainable transport.
