On December 23, 2025, we held the annual regional conference “Energy Transition Through Legal Lenses” in Belgrade. The conference was organized in a hybrid format and brought together legal experts, representatives of civil society organizations, the academic and research community, as well as decision-makers from the Western Balkans region.
The aim of the conference was to improve legal protection and the effective implementation of policies in the fields of energy, climate change, and environmental protection, while fostering the exchange of knowledge and experiences in the context of the EU integration process and the Green Agenda for the Western Balkans.
The conference program was structured into three thematic panels, during which participants discussed key legal, institutional, and practical aspects of the energy transition in the region.
The first panel focused on regional perspectives on the energy transition, with particular attention to the experiences of Bosnia and Herzegovina and Montenegro. The second panel addressed the development of renewable energy sources—from prosumers to large-scale infrastructure projects—while the third panel covered the latest legislative and institutional developments in Serbia’s energy sector.
The conference featured distinguished experts in the fields of law, energy, and public policy, including Jovan Rajić, Founder and President of the Board of RERI; Darjana Macanović, Legal Advisor at RERI; Aleksandar Macura from RES Foundation; Miloš Laković, Attorney at Law; and Mirza Kušljugić from RESET.
Discussions highlighted key challenges in the implementation of regulations, institutional readiness, and the need for alignment with regional and international legal and climate frameworks.
The conference provided a platform for open dialogue and knowledge exchange among various stakeholders, with the aim of advancing a transparent, accountable, and just energy transition in the Western Balkans.
The event was organized within the project “Towards the Green and Resilient 2030 – Civil Society Contributes to Achievement of the Green Agenda Goals,” implemented by RERI with the support of the European Union.
