A society in which the rule of law is the foundation of all public policies, that is responsible towards environmental and natural resources, where protection and preservation of the environment is recognized as a public interest and the right to access information, participation in the decision-making process and access to justice is made available to everyone in accordance with the law and recognized by international conventions and treaties.
