To examine the legal, economic, and strategic dimensions of applying the “strategic partner” model in large-scale renewable energy projects in Serbia, focusing on transparency, public interest, and potential risks to political integrity.
Project Summary
This project investigates the application of the “strategic partner” model in the implementation of major renewable energy projects in Serbia. It analyzes legal, economic, and strategic implications, with a case study on the planned development of 1 GW of solar capacity. The project highlights risks such as bypassing legal procedures, reduced market competition, and limited public oversight, shedding light on how this model affects Serbia’s energy transition.
The project aims to strengthen accountability, enhance regulatory standards, and foster public dialogue by actively involving experts, civil society, and independent media.
Key Activities
- Develop and publish a comprehensive analysis of the legal, economic, and strategic aspects of the “strategic partner” model;
- Organize a stakeholder roundtable with experts, civil society representatives, and independent media to verify findings and co-create policy recommendations;
- Disseminate results through targeted communication channels, including social media posts.
This project will be realized from 15 August 2025 to 30 January 2026, through support from Transparency Serbia via the European Union funded project
