The risks of corruption are increasing when it comes to exploitation of natural resources, renewable energy sources and projects with adverse environmental and health effects. Preventive mechanisms which should be applied in order to reduce or eliminate environmental and health effects of projects and plans (environmental impact assessment and strategic environmental impact assessment) are weakened by the lack of transparency, public participation and engagement of independent experts and civil society.

This project aims to contribute to the rule of law and to create conditions for a competent and credible civil society that can tackle corruption risks in construction, urban and spatial planning, and environmental protection.

Transparency and accountability are foreseen as key preconditions for corruption prevention. RERI aims to improve transparency and accountability of public authorities through strengthening enforcement mechanisms (inspections, judiciary practice), application and promotion of available legal instruments which guarantee the right to transparent and accountable governance and access to justice. Finally, the project strengthens the ties between civil society and independent experts in order to increase effectiveness of civil society intervention.


  1. Strategic litigation of corruption cases;
  2. Capacity building trainings for civil society organisations and grassroot movements; 
  3. Consultative process between civil society, experts’ community, professional associations of judges and prosecutors and independent bodies.

Target groups:

Civil society organisations and grassroot movements, professional associations of judges and prosecutors, representatives of Ombudsman, Anticorruption Agency and Commissioner for Access to Information, independent experts in the field of construction, urban and spatial planning and environmental protection.

The project is implemented from the 1st of January – 31st of December 2021 with the support of the Olof Palme Center and the Swedish International Development Cooperation Agency (SIDA).
